Doesn’t anyone remember why the
Tower of Babel story is still told?

by Vickie Travis

Several years ago, when I began this work, a Kaiser executive told me to be quiet.  She said that I didn’t know what I was doing and that I was ruining it for everyone else.  She said my father and countless others had been murdered for the greater good of all.  I told her that I knew exactly what I was doing and that her greater good for all was nothing but baloney.

What
she really meant was that many suffer and die for the financial prosperity of a few.

Here is why I said that and what is happening today.  It is not a pretty picture unless you are one of the people making money off of it - This is about who the true radicals in this country are and what they are really all about.

In 1933, in California, a well known author, Upton Sinclair
ran for governor.  He lost.  He had a program for this state to end all poverty, etc., etc., etc., and it was called EPIC - Originally EPIC stood for End Poverty in California.  When he sold it to the Federal Government it was renamed  EPIC - End Poverty in Civilization.  His original plan is online at the Social Security Administration’s section on history at:
http://www.ssa.gov/history/epic.html

Please don’t misunderstand the material I am presenting.  Mr. Sinclair exposed a lot of wrong doing in this country and he did a very good job of it.  He just didn’t think ahead far enough to realize that bad people would find a way to profit off his work at the expense of the general public, or else he was just building his legacy for history and didn’t care about what happened down the road.

California was a poverty ridden state until aerospace became a big industry here.  The rest of the country also spent decades climbing out of the depression.  Sinclair’s EPIC sounded tantalizing to those that were suffering and those that were in positions of authority that could help them.

Today there are internationally many government groups that are called EPIC.   Most all of them are tied into making money off of  you through the sharing of your medical/financial/personal information.  The advertised concept of all of these programs is great.  Unfortunately human nature being what it is, the public good part never works as intended.

Today a division of the California Department of Public Health is renamed EPIC - Epidemiology - Prevention - Injury Control Branch.  Here is a link to their organizational structure:
http://www.dhs.ca.gov/EPIC/about/aboutepic_org.htm

New York State’s public health department has Elderly
Pharmaceutical Insurance Coverage (EPIC) Program

The National Institute of Health has the EPIC acronym
for their Epidemiology of Cancer Study Section. - http://tinyurl.com/yp8o6t

And European Commission for the European Prospective Study into Cancer, Chronic Diseases, Nutrition and Lifestyle (EPIC) - Large-scale Population Collections
http://www1.imperial.ac.uk/medicine/about/

Then we have the EPIC study - European Prospective Investigation into Cancer and nutrition - Every country has an EPIC study going on.

or

The Electronic Privacy Information Center who also picked up the name EPIC provides a lot of useful information on this government tracking.  They appear to be on the up and up.
http://epic.org/privacy/medical/cdc_com013006.pdf

There are lots of EPIC databases covering all sorts of studies on the elderly, the children, the newborns, the inbetweens.

EPIC-elderly prospective cohort study - http://www.bmj.com/cgi/content/abstract/330/
7498/991

Just do a quick Google search to see the new “IN” acronym  EPIC used with your personal information, your name attached and your parents and children’s information along with it.

All of these databases share information with each other
about you, with your name and address attached.

You now have an International Database of personal information on every single person in this world that does go to a doctor and where the medical professional is contracted with to provide the information.

In the 1950’s and 1960’s Mr. Sinclair’s thoughts were indirectly studied at Georgetown University.  A group of students and their professors using Federal monies have determined what is right and what is wrong personally for the people of this country.
Today it is call The Kennedy Institute of Ethics - http://bioethics.georgetown.edu/databases/

Professor  Diane Irving took part in these studies - in the shaping of policy;
prof-dianne-irving-bioethics-mess.html

She was there and she knows what took place and what is taking place today.  Everyone reading this should also read the information that Professor Diane Irving has shared.  It is what all of this is about, including the part where a lot of money is being made off of the public’s suffering.

The Los Angeles Times has an article online that fits into all of this profiteering off of human suffering - http://tinyurl.com/2x9rsr

While the Times has done a very good job of covering this issue of the public being blocked from most forms of legal recourse when they are harmed, the NPSF (National Safety Foundation)  is making this a harsh reality for the rest of the country.  Everyone in America will soon have the option of suffering equally unless the public stops it from happening.  These people really just are tying up all the lose ends to keep making as much money for themselves as possible.

In the little town of Madison, Wisconsin, where all of this plan for your own good seems to have been quietly fine tuned is a woman, Judith Faulkner, who in 1979 formed a computer systems company to track medical data and she named it
“Human Services Computing Inc.”

Her company at that time mostly “did number crunching for medical researchers and state and government agencies.” In news articles it was referred to as a “database and time-sharing company”  (source: LOCAL SOFTWARE FIRM FINDS CURE FOR
MEDICAL RECORD-KEEPING WOES Capital Times, The (Madison, WI) March 7, 1990 Author: AL PARKINS Capital
Times Staff Writer )

In the mid 1980’s after she successfully proved her system worked to a few government agencies, her company was renamed EPIC Systems. Here is the EPIC systems/Judith Faulkner web site:
http://www.epicsystems.com/

George Halvorson who was working his way up the chain of executive officers at various insurance companies landed at HealthPartners in Minnesota and was noticed by the Attorney General there for his greedy ways.  They conducted a formal investigation into HealthPartners, along with other non profit,
public benefit corporations which just happen to be HMO’s.  We obtained a copy of the AG George Halvorson/HealthPartners audit, which does focus quite a bit on Mr. Halvorson and found
the following that you might find interesting:

Mr. Halvorson reported in his Executive Board Meeting for Self Review:

“ We are working with the Minnesota Business Partnership to help structure their health agenda and are advising the Health Department on the "Big Plan "for health. We also chair the Minnesota Council of Health Plans Policy committee and played a major role in getting that organization to adopt a preventive, "high road" legislative agenda for its next session.”

Exhibit 55 - page 129
http://kaiserpapers.info/minnesota/pdfs/
executivecompensationexhibits55.pdf

http://kaiserpapers.info/minnesota/
executivecompensation.html

In the Exhibit 55 Executive Board Minutes:
“Goal VI
Finance, included in the "Major Corporate Priorities for CEO Leadership" section, was discussed next. The Joint Committee asked President Halvorson to clarify the definition of "significant cash flow", relative to opportunities for non-Minnesota revenue for the organization.”

CEO - Specific Goals and Objectives

"Meet with small groups of our senior managers and physicians to present my management philosophy and insights gained from writing my book on primal instincts."

executivecompensationexhibits55.pdf

Then Halvorson jumped ship, abandoning his crew before the legal actions brought by the AG could directly involve his Public name and took the Kaiser job.Shortly after starting his new job at Kaiser he brought in Judith Faulkner’s EPIC program and the employees in the Permanente
IT Division became concerned.

Now obviously all of this is a lot bigger than Kaiser or the Permanente but it does affect the people that use that program for medical care because they will now forever be tracked.  Even if they leave Kaiser for another program their data is in the system and eventually everyone visit’s a doctor or has to pay a bill.

This is all about a glorified international  billing system.  This as a side line might be useful for determining trends in disease, overall health issues, etc.  but primarily it is a billing system that can track your whereabouts and all your personal information anywhere in the world.

Did I mention who funds a lot of these programs?

The Department of Defense has proposed the establishment of a recruiting database that will contain detailed personal information on approximately 30 million Americans, many as young as 16 years old. The database will be managed by a private direct marketing firm and will include such information as grade point average, ethnicity, and social security number. The proposal raises significant questions about the Department's compliance with the Privacy
Act. That law seeks to ensure that the privacy rights of Americans are protected. Already it is apparent that the Department failed to comply with the Privacy Act obligation that it provide public notice of the project before it was begun.

………Over time, branches of the Armed Forces have compiled several different lists to target possible recruits. The Department of Defense began consolidating this information in 2002 as well as data from motor vehicle records, the Selective Service System and commercial list brokers. The consolidation process was completed in 2003, and lists of students have been available to recruiters from at least 2004.
http://epic.org/privacy/student/epic_dod_71505.pdf

These are great jobs for computer people.  The
information which can be used improperly can bring
harm to a lot of people.

You really should do a quick search over at
FedSpending. Org to see who is funding a lot of things:
http://www.fedspending.org/

Because all involved have been covert in creating this I don’t think that they are exactly completely truthful.

After all if this is for the public good why don’t they tell us about it?

I guess that Mr. Sinclair would be very happy that this all has happened.  I suppose he probably also could care less about the people that have been harmed by what he set in motion.

So when these people have their databases fully functioning and they decide who has the right to live or not live or to collect a bill somewhere for the greater good I hope that they will also take the time to remember when it all falls apart what happened with the Tower of Babel and why.

From Dina Padilla -
Dina Padilla

This month Dina has requested rather than her presenting an article for you all involving Worker's Compensation that instead we provide information regarding civilians employed by Halliburton.

The following letter from an individual who will remain anonymous for their personal protection is the beginning of a series of informative articles on what really takes place in Iraq and how they are treated by our own country when they return home damaged just as badly as military personnel.  Dina will return next month. and we will continue with this series on Halliburton which must be told.

Dear Readers:

My husband was the Vector Control Supervisor on the Mosul base.  My husband wasn't a mercenary, he didn't hold a weapon.  He was there to spray for sandflies that carry disease.  This senseless "war" has destroyed our dreams. A hazmat Coordinators job came up and he applied for it because it was $1500.00 more a month in pay than he was already making.

He felt that would shorten his time there.

When he took that position he had to continue with the Vector Control job as well because they didn't have a replacement yet.  This went on for months.  These were two full time positions.

My husband told me once that  his main boss, had told him that he got a message from HQ to cut costs.  So they dragged their feet on getting a replacement for him.

He was paid at the higher rate but for only the Hazmat position.  He worked 15 to 16 hour days 7 days a week.  This put tremendous stress on him.

I am not sure if he was even properly trained in hazardous waste.  State side you have to be trained.  You have to know the proper precaution s to take, and what to expect.

On one of his first jobs in Hazmat he had to clean up after a young soldier who had shot himself in the head.

He called sobbing on the phone.  He could barely stop retching as he wiped up the brain matter and blood from the wall he told me.  He kept saying, "The smell, the smell"

My husband never cried.  I begged him to quit and come home but he said there wasn't anyone to take his place in both positions.

When he first applied for the position he said it was to make sure that the waste from the army was property disposed of, like barrels of motor oil.  I don't think he expected human blood and brains.

I also believe he thought they would get a replacement sooner that they did also.  He was very nervous about the fact that they were moving the Iraqi guard on to the base.  They stationed them right next to his work yard.  They were a big target for the insurgents at that time.

He was afraid to even go into his own work area to get equipment in fear of being hit by a bullet or bomb intended for the guard.  He told me once that the insurgents were bad shots.

He was told to not talk about anything that happens over there to family members.  They would say, "What happens in Iraq, stays in Iraq."

He said everyday when he woke up he felt it could be his last.

My lawyer has tried getting his medical records from over there.  They say there are not any.  I know he saw a doctor over there on several occasions because he had to have.  The contractors didn't have their own doctor to see.  They had to be treated by the military doctor on that base.

Before my husband went to Iraq he went through 2 weeks of training and medical clearance.  He told me that they did the ink blot psych test which he passed.

The training mainly consisted of learning about how to put on a biodefense suit and what you could and couldn't do.

Pieces of the Kaiser Permanente Puzzle

$250,000 It Isn’t What It Used To Be
By Sharon Rushford

Sharon Rushford

In 1975 California placed a $250,000 limit for the amount victims can be awarded for pain and suffering in medical malpractice cases.

According to the California Association of Realtors (CAR), the median home price in 1975 was about $42,000. The CAR projected the 2005 median home price would surpass $500,000. That is a twelve-fold increase in the median cost of a home for Californians, yet the cap on pain and suffering remains at $250,000.

Now we all know Kaiser profits are in the billions. We also know that a $250,000 judgment against Kaiser is nothing more than the equivalent of a parking ticket.

It is time for California lawmakers to re-think the $250,000 pain and suffering cap. It has been more than 30 years since the cap was imposed. It should, at a minimum, increase twelve-fold as did home prices. That would increase the cap to over $3,000,000 for pain and suffering today.

That increase would mean victims would be able to find attorneys who could take their case and not be turned away because there is not enough money to fund their right for justice.

I say to lawmakers, if you don’t increase the $250,000 cap you should then remove “and justice for all” from the pledge of allegiance to our flag, since it would only be a lie.

Hillarie Levy
From The Desk of Hillarie Levy
The tragic incident where Cigna Healthcare refused a liver transplant for 17 year old leukemia patient Nataline Sarkisyan, until just before  her untimely death, is a common occurrence with Kaiser cancer patients.

In my daughter, Robyn Libitsky's case, City of Hope recommended a life saving stem cell transplant as Robyn's only hope for survival for her cancer, and Kaiser Oncologist, Gary Schwartz approved.  She had completed the harvesting of her stem cells and then the Kaiser panel immediately denied the transplant.  Unfortunately, the "Kaiser Panel" that approves these procedures refused, giving Robyn a death sentence.  My frantic appeals to Kaiser and subsequently to the DMHC, were also refused.

When she didn't die right away, (she lived three more painful years) Kaiser used other tactics such as trying unsuccessfully to place her in Hospice, where patients unknowingly give up all rights to expensive cancer treatment, and placed her at a lower priority to receive blood transfusions.  Part of Robyn's pediatric cancer treatments required blood transfusions to survive the treatment as well as continue with the treatment, uninterrupted. I was forced to go off my chemo pills (taken for a non cancerous condition) and lie about my medical condition in order to donate blood, sometimes two weeks apart.

Hopefully the Sarkisyan case brings to light the silent suffering of the thousands of patients refused lifesaving care by insurance companies, whose priority is only monetary, and the state agencies that support these inhumane decisions

Miguel Perez-LizanoThe Kaiser Fairy Visits Wikipedia

Once in a while I check Wikipedia - http://wikipedia.org/ - to check on various matters. For those unfamiliar with Wikipedia, it is an Internet encyclopedia on various subjects with contributions by anonymous authors. Anyone can contribute and alter the contents of the page.
There is a page on Kaiser Permanente - http://en.wikipedia.org/wiki/Kaiser_Permanente . When I last visited this page, perhaps a few months ago, there were quite a few negative comments about Kaiser and the two main Kaiser patient advocate sites – Kaiser Papers; http://kaiserpapers.org/ and Kaiser Papers Hawaii; http://www.kaiserpapershawaii.org/  were referenced.

Voila! The Kaiser Fairy has visited Wikipedia and deleted both of these references to sites that may benefit Kaiser members. Negative comments have been kept to a minimum. The exceptions are the well publicized incidents of patient dumping and the shut-down kidney transplant program. These may have been too obvious to delete since it would obviously be Kaiser’s doing.

The Kaiser Fairy did provide a truthful description of Kaiser as being composed of the two “non-profit” entities – Kaiser Foundation Health Plan and Kaiser Hospitals – and for-profit Permanente Medical Groups that employ Kaiser doctors. Most of the time, Kaiser PR releases fail to point out that Permanente is for-profit and only describe Kaiser as a “non-profit” organization.

The history section does mention what is now known as the Tahoe Accord that set the foundation of Kaiser’s structure and profit sharing arrangements;

“After several tense confrontations between Kaiser and Permanente Medical Group physicians, the doctors met with Kaiser's top adviser, Eugene Trefethen, at Kaiser's personal estate near Lake Tahoe on July 12, 1955. Trefethen came up with the idea of a contract between the medical groups and the health plans and hospital foundations which would set out roles, responsibilities, and financial distribution.[27]

Whoops! What the Kaiser Fairy overlooked was a footnote reference that accurately and concisely describes Kaiser Permanente in a 1971 taped conversation between John D. Erlichman and President Richard Nixon;

Ehrlichman: “Edgar Kaiser is running his Permanente deal for profit. And the reason that he can … the reason he can do it … I had Edgar Kaiser come in … talk to me about this and I went into it in some depth. All the incentives are toward less medical care, because …”

President Nixon: [Unclear.]

Ehrlichman: “… the less care they give them, the more money they make.”

Dr. Dennis S. O’Leary is JCAHO’s president. Here are some of his words:
“The Joint Commission is widely recognized for its cutting-edge leadership role in developing standards and performance measures and for the adaptability of its RIGOROUS EVALUATION PROCESS to emerging new forms of health care delivery organizations.

Who is he kidding?

... I say,

-Dr. Dennis S. O’Leary should seriously reconsider taking away Kaiser Permanente’s accreditation.

Someone should send him these websites. He may learn a thing or two
about this Health care Organization:
www.kaiserpapers.org

I was silly enough to try taking this crime committed against health by
Kaiser Permanente and report it to JCAHO by filling out their “Report
a Complaint.”

Here’s a copy of my complaint letter to JCAHO and their response.

Incident Narrative (Provide a brief overview of your complaint)

Dear Commission:
Please take 5 minutes of your time to read the attached open letter directed to Mr. Halvorson, Kaiser Permanente's Executive Officer. Mr. Halvorson has not responded to my concerns.

He, as well as all others, would have to face the truth and I believe they prefer continuing to ignore the seriousness of all of this wishing perhaps that it would go away.

But, this crime/fraud will not go away.

Someone at Kaiser MUST face the truth. Because Dr. Wild needed to get his Board Certification, KP faked a needed surgery on my right neck (parotidectomy) and allowed him to do this to me, as I slept under general anesthetic, without my knowledge or my consent and without medical need. He:
1 - placed a surgical clip on my internal jugular vein,
2 - sutured shut my external carotid artery,
3 - placed a small PTFE tube (polytetrafluorethyne) inside my internal carotid artery.
4- he dissected my perfectly healthy right sternocleiomastoid muscle.

You may be interested in knowing more, perhaps that the HHS/OIG and the FBI are now involved. The world is being informed. Perhaps you can ask Mr. Halvorson, why he refuses to clear all these facts with me, -in the court of law? I would like to know. Thank you.
